Two very different towns in one
Hartlepool splits neatly in two for driveway purposes. The marina and southern developments, plus the Fens, Owton Manor and Rift House estates, are conventional driveway territory: semis and detached houses with front gardens ready for block paving, resin or tarmac at standard Teesside prices. The Headland is different: a conservation area of historic terraces where alterations face tighter controls, sympathetic materials matter, and some streets have no frontage to pave at all.
Conservation and permissions
If you're on or near the Headland conservation area, check with Hartlepool Borough Council before committing to materials, permitted-development rights can be restricted, and the usual 5m² front-garden rule is only the starting point. Elsewhere in town the standard rules apply: permeable surfaces (resin, gravel, permeable blocks) avoid planning permission entirely; non-permeable over 5m² needs drainage or consent. All dropped kerbs need council approval.
